Job Description

The job holder’s responsibility for promoting and safeguarding the welfare of children and young person’s for whom s/he is responsible, or with whom s/he comes into contact will be to adhere to and ensure compliance with the relevant Safeguarding; Child Protection Policy and Procedures at all times. If in the course of carrying out the duties of the role, the job holder identifies any instance that a child is suffering or likely to suffer significant harm either at school or at home, s/he must report any concerns to the School’s Child Protection Officer/Designated Safeguarding Lead or to the Head of indeed to the Regional CEP so that a referral can be made accordingly to the relevant third part services.

 

Position Objective

The Health Centre Manager manages school’s medical staff and works within the scope of the Health Centre and school philosophy to ensure that the student’s physical, psychological and emotional well-being is cared for (see Health Centre philosophy S2-1).

The Health Centre Manager oversees operations of client care programs, directs nursing practice, education and services, and supervises the utilization of resources and the application of new technological developments in client care. The Health Centre Manager supports the Health Education and Advisory Curriculum when appropriate and promotes a positive health and safety culture within the School and is a member of the “Health and Safety” and “Safeguarding” Committees.

Responsibilities

The Health Centre Manager reports Deputy Head of School and Regional Head of Health & Safety Manager on daily basis, and performs a full range of duties, including but not limited to:

 

Supervisory

 

1.       Works with medical clinic staff to ensure that each school nurse understands their job description, the desired results associated with their work, and the resources available to achieve the results.

2.       Interviews and makes decisions for hiring school nurse for open positions with guidance from the Head of School, Deputy Head of School and Regional Head of Health & Safety Manager.

3.       Trains and develops medical staff within the Health Centre ongoing direction from the Head of School, Deputy Head of School and Regional Head of Health & Safety to ensure they are capable of performing their duties.

4.       Plans, assigns, and directs work; appraises performance; rewards and disciplines school nurse; addresses complaints and resolves problems with the guidance of the Head of School and Regional Head of Health & Safety. 

5.       Ensures at all times the department consistently operates in a high quality manner.

6.       Leads staff meetings and communicates all agendas and minutes to the Deputy Head of School.

7.       Supervises, as required, the staff in the conduct of clinical care.

8.       Provides consistent monthly communication to the Head of School and Regional Head of Health & Safety Manager, ensuring that information, reports, and materials are provided, to clearly describe Health Centre activities and progress toward agreed upon objectives.

9.       Deliver appropriate first aid training to staff.

10.    Plans and communicates the Health Centre schedule to all Health Centre staff and sub nurses, ensuring coverage in periods of staff absence.

 

 Administrative

1.       Assist the Head of School, Deputy Head of School and Regional Head of Health & Safety regarding policies and procedures for immunizations and any other public health issues.

2.       Assist the Head of School, Deputy Head of School and Regional Head of Health & Safety with implementation of OSHA, emergency preparedness, infection control and regulatory compliance for the Health Centre

3.       Oversees medical supply inventory.

4.       Attends all staff or other special meetings as requested.

5.       Participates in budget development as it pertains to the medical clinic.

 

Clinical

1.       Provide a service of Health & First Aid (H&FA) in an educational institution in an international environment.

2.       Maintain and review standards of best practice in the delivery of H&FA.

3.       Provide leadership to the Nursing Team

4.       Monitor levels of reportable diseases and act according to guidelines

5.       Coordinate allergy and medical issue support and develop and implement management plans

6.       Provide professional nursing services on a daily basis.

7.       Maintain student’s medical records. This includes following up on missing and/or incomplete records (including immunization records) with parent’s/guardians.

8.       Ensure that students submit the Health Declaration forms annually.

9.       Monitor daily activity and Nursing staff individual responsibilities within the Nursing team

10.    Assist in a critical event.

11.    Oversee staff rosters to cater for H&FA needs of the school and the skill mix of staff

12.    Assess the needs and provide education to students and parents and staff.

13.    Initiate and maintain an effective communication and data base between H&FA areas and nurses.

14.    Assist the Director of Sport to assess and provide First Aid cover for sports events and the Sport ASA program

15.    Assist Teachers in the preparation and supply of First Aid for annual camps.

16.    Review Medical Policies and Procedures.

17.    Contribute to policy and curriculum development in health related areas.

18.    Alert parents and staff of illness/outbreaks

19.    Ensure all documentation is maintained

20.    Remains the central coordinator and key point of contact for any accident, incident or near miss occurrence.  Ensuring thorough investigation, review, recording of information and escalation has been conducted.

21.    Attend outside sporting functions or organizes an ambulance to be present for sporting functions, when the athletic director has approval for it.

22.    Check the daily attendance on MANAGEBAC. Telephone the parent of any student who is absent from school for 3 consecutive days. Note the reason for the absence in the student’s medical file. Help families to seek local resources/professionals to deal with their children’s needs.

23.    Prepare and maintain a list of students with chronic health conditions including allergies. Communicate with teaching staff when necessary about the health issues in relation to students in their care; provide a care plan/ emergency plan when appropriate.

24.    Work as a health educator with students with chronic conditions, such as asthma and allergies.

25.    Promote health and wellness by publishing information on the school web-site; speaking to classes or at faculty meetings; arranging for outside speakers to come into school.

26.    Work as an active participant of the “Health and Safety” and “Safeguarding” committee.

27.    Evaluate whether a student has a valid reason to be excused from PE.

28.    Provide a safe haven for troubled/anxious students; when appropriate make referrals to the school counselor for further assessment.

29.    Participate in discussion, recommendation and the writing of policies. Serving in a leadership role for health policies and programs.

30.    Act as a liaison between school faculty, family, community and health care providers.

31.    Ensure that the Health Centre is adequately stocked with equipment and medical items and all equipment is maintained in good working order.

32.    Respect the student’s rights to confidentiality, but disclose information if it is believed that the student may be at risk of harming themselves or others.

33.    Work cooperatively within the Health Centre team, share skills and experience for the benefits of colleagues/students.

34.    Maintain skills and knowledge, using PD funds appropriately to develop competence and performance. Work within the limits of your competence, students should be referred to doctors in the community for diagnoses.

35.    For every Health Centre visit document clearly on health module the assessments you have made, the treatment and medicines you give and how effective they have been. Ensure that the records are clearly attributable to you. Ensure hazard report and accident forms are completed when appropriate.

36.    Provide health information when necessary for staff taking students on field trips.

Job Requirements

Position Requirements

·       Considerable knowledge of nursing theory and practice.

·       Knowledge of administrative and supervisory problems involved in administration of nursing services in a student health service facility.

·       Knowledge of established University and Health Services policies and procedures.

·       Ability to supervise the work of others.

·       Ability to maintain accurate records.

·       Ability to establish effective working relationships with patients, nursing staff, physicians, and other staff.

·       Proficiency with the use of Technology.

 

Qualifications

·       The minimum qualification for the school nurse should be a registered nurse, with 5 years post graduate clinical skills Registration should remain current.

·       Further training in childrens nursing; emergency nursing, and or teacher training are valuable. Post-registration courses to gain further expertise and competency may include: first aid at work/school, travel health, anaphylaxis, asthma, and health and safety.

·       The nurse should hold a current certificate in First Aid and CPR

 

The clinic must be attended between 07.30-18.00pm / Monday – Thursday, 07.30 am – 16.00 pm on Friday and 08.00 am – 12.00 on Saturday.  Additional events taking place will also require clinic coverage by the Health Centre Manger and clinic staff.
